Air Force flag as described on the Air Force Flags Act 1985-6, as in use since circa 1992

This flag has a sky blue (slightly darker than air force blue) field, with
the white sun on a blue disc at the centre. Two wings are stretched from the
disc, overlap with a wreath made of two branches of rice, and on top of the
entire badge features a plum blossom. The exact layout of the badge can be
found on p.58 of Flags Through the Ages and
Across the World by Whitney Smith. An interesting point about this flag is
on the colour of the badge: it was originally yellow, but was changed into
silver in 1981, making the details of the badge extremely
difficult to be seen!

Although the drawings show the Kuomintang Emblem, the text specifies that the
Air Force Flag should have the National Emblem. So,
flags seen below should be taken as the variants of the formal flags with the National Emblem.
Especially, the drawings affixed to Act of Ensign of the ROC Armed Forces (see:
http://law.moj.gov.tw/LawClass/LawContent.aspx?PCODE=F0060005 in Chinese)
still show the Kuomintang Emblem but the actual flags no longer show it.

The way I understand what you write, the Air Force Flags Act 1948 specifies
two versions of the flag: One in the text, and one in the illustration. If the
illustration is formally part of the law, then both versions would be valid
de jure. At first the de facto flags matched the illustration, using
the Kuomintang Emblem, but since <what date/era?> the
de facto flags are made according to the text, using the National Emblem.

Mr Oyo follows a literal interpretation of the written law, while I take the
'as it was drawn/as it was actually flown' approach.

The National Emblem on the flags does not have borderline, except on some
naval ensigns with white borderline during 1960's.
